STEAMER SEIZED. BY . CABLE—PRESS ASSOCIATION—COPYRIGHT NEW YORK, Sept. 24. At Mobile, Alabama, the county court upheld the seizure by the State of the Italian steamer Vallescura, because the ship is a liquor carrier. The ruling is believed to .be the first of its kind. The, vessel is valued at a quarter of a million dollars.
