Dr. Killespangh, an American in charge of Persia’s finances, announces that the revenue: position of.-the- country is '.now most encouraging. At the same time he charges the Government Departments with' wilfuT obstruction-’ to the work of reform. Persian officials refuse to assist, and persist in their illegal and wasteful methods. The effect pf their attitudes, says the doctor, has been "to postpone for a year all hope of raising an international loan for economic developments.
