END OF RHINE COMMAND. LONDON, June 19. General Sir Alexander J. Goctley has non- (returned to England to take over tiie Southern Command. Before he left Cologne Graf Adelmann, Reigerungsprasident and Burgomaster. Dr. Matzerath, representing Lie Chief Burgomaster, who is away from Cologne, called on Sir Alexander Goctley and expressed to him the appreciation of the population lor the tactful manner in "which he had carried out his delicate task as General Officer Commanding the British Army of the Rhine. A large gathering of British officers and civil officials, including -Lord Kilmarnock, the High Commissioner, Mir Juiian Piggott, Commissioner in Cologne, Mr Dunn, the Consul-General, and representatives of the French and Belgian armies and departments of the IFigh Commission, was present in Cologne SLation. A guard of honor drawn from tne Royal Lister Hies, oi which Sir Alexander is colonel, was mounted. in a special order of the day, is:i,ed in I a rewell. General ;Sir A. Hod lev said : “The duties of an army of occupation in a foreign country a'e far more difficult than those of'the ordinary British garrison, and call fqr qualities of fairness, forbearance, and straight dealing which are nowhere beLter exemplified than they have been here in the person of the‘British suichor of the British Army of the Rhine. The cumuaiiative security and contentment of the inhabitants of our zone are a great- tribute, not only to the unvarying good conduct and good example of the troops, hut also to the efficiency of all our staffs and administrative services. The smartness and soldierly beai ing oi the troops invariably invokes the ndnuraLiun of our Allies, of l;he Germans, and ul visitors to our area. I thank yon all from my heart. I wish you all the best of lack for the. fut ure.'’-
