PROPOSED LOAN. SERIOUS HITCH. BY CABLE—PRESS ASSOCIATION—COPYRIGHT. LONDON, July 22. The diplomatic correspondent of the Daily Telegraph says Mr MacDonald informed the Allied Ministers that the bankers, particularly the Americans, were disinclined to take up a loan of £40.000,000, being dissatisfied with the guarantee. The Ministers were keenly disappointed and had a conference with the governor of the Bank of England and others till a late hour. The hitch is undoubtedly serious.
The question of the Ruhr railways is proving a thorny one for the conference sub-committee. There is reason to believe it will be referred back to the whole conference.
