The diplomatic correspondent of the Daily Telegraph says Mr MacDonald informed the Allied Ministers that the bankers, particularly the Americans, were disinclined to take up a loan of £40.000,000, being dissatisfied with the guarantee. The Ministers were keenly disappointed and had a conference with the governor of the Bank of England and others till a late hour. The hitch is undoubtedly serious.

The question of the Ruhr railways is proving a thorny one for the conference sub-committee. There is reason to believe it will be referred back to the whole conference.
