SCHOOL TEACHERS. (BY TELEGRAPH —PI?ESS ASSOCIATION AUCKLAND, July 16. The Education Board to-day decided that it should be the policy of the board' tliat no teacher shall be appointed to a position in any school over any teacher holding higher qualifications.
