I he Berlin correspondent of the Times says that a meeting of delegates from the various National and Republican associations, under the presidency of the Minister for the Interior called to discuss the celebration of the outbreak 4he war, decided that flags everywhere be hal_f-masted and that a pause m activities for two minutes be observed. Military memorial services are to he held in memory of the fallen, but no processions, as the Nationalists and Republicans were unable to agree not to molest one another. The carrying of flags or badges was also prohibited.—Times
