MANDATED TERRITORY. BY CABLE—PBESS ASSOCIATION—COPYBIGHT 'GENEVA, June 25. A comprehensive statement of the recent activities of the permanent mandates commission, read by M. Rappaixl, head of the mandates section, referred to the South African Commonwealth Government’s acquiescence to the desirability of extending international conventions to the mandated territories. The- Australian Government expressly declares its inability to recognise the League's right to cancel a mandate without the consent- of the mandatory. It thinks the consent of the council of the League should be obtained in regard to the mortgaging of public works in mandated territories, and the rights and liabilities of a mandatory should not be prejudiced by transfer to another.—Reuter.
