The political observer of the Daily Telegraph says the British Government is now in possession of a full explanation from Wilhelmstrasse regarding the position of Germany and Russia, The’ German Government is fully alive to the advantage of trade with Russia, but affirms that Bolshevik propaganda is unceasing and declares that it holds proof that every move of the German Communists, including an active rebellion, had been undertaken on direct orders from Moscow. The German information is that the internal situation in Russia is becoming worse, the extremists sweeping all moderates out of office. Every German firm which stayed long enough in business in Russia lias been ruined by a system of extortion bribery and corruption, which denies safety to persons or property.
