Andree Lebou, Minister for the Colonies, is at present on a visit to Senegal, where France is making great efforts to establish an African Empire. In replying to an address of welcome, he said the colonial policy was in the first place a commercial one, but if necespary it might develop into a warlike one against a European rival. Senegal, he said, had richly repaid France for all the sacrifices she had made, and she was determined to complete her works.
