The Trades' Union Congress adopted resolutions in favor of the formation of a general federation of trades, and Government compensation to the relatives of civil servants who may die whilst in the service. Sept. 11. Resolutions were passed favoring the compulsory inspection of boilers and the examination of persons in charge ; more searching inquiry into railway accidents ; and granting to workmen the right to recover compensation from shipowners outside England. Sept. I*2. The Trades Congress sitting at Birmingham has passed a resolution to appoint a deputation to wait on Lord Salisbury to urge the right of combination amongst the Government employees similarly to other workmen, and to greatl}" extend the scope of the Labor Department.
