The usual fortnightly meeting of the Debating Society, took place at the Oddfellows' Hall last evening, when there were between 30 and 40 members present. The debate " Is capital punishment justifiable " was opened in the affirmative by Air S.Pattison and in the negative by Mr W. J. Tyerman. Is it not about time that the central flood committee announced the closing of the relief fund '? With considerable over £'15,000 to credit it must be admitted that few will have cause to grumble at the benevolence of the charitably-disposed in this colony and in Queensland. No doubt the committee will have some difficulty in disposing of the amount, but they cannot be complimented on their action in allowthe whole winter to pass before doling out the dividends. Scores of families have been led to expect recompense for their losses, and many have spent a very miserable time since the flood, hoping to receive the assistance they so much needed. The committee should at once pay over at least portion of the amount to the heaviest sufferers. There is a good deal of adverse comment at Give, Omahu and elsewhere on the dilatoriness of those in charge of the fund. An old bandsmau in Hastings writes : " Talking about bands and their works, I hear young fellows in bands talking as if a march of a mile was a terribly fatiguing task. I recollect the Queen's birthday of 1872, being at the time a member of the old Dunedin Artillery Band, the foierunner of the present Garrison Band. The battery and the band turned out at 6 a.m. and fired the usual birthday salute ; they were then dismissed until 9 o'clock when they again fell in and were ordered to Colonel Cargill's estate — this by the then Caversham route was a march of about seven miles. The batterytook their guns out and the band played most of the way. There were sports and big gun practice all the afternoon, "White Island being the target. Music and dancing filled up the intervals. After this tha band and battery marched back to the city where ihe band had a darkey entertainment and afterwards played for a dance until 5 o'clock the folfowing mornj ing. In these days a programme of about seven items seems to be looked on as a great effort."
