Wallace, M.1)., professor of moral philosophy and one of the Board of Examiners in the Final Honors Schools at Oxford University, has been killed by a bicycle accident. Feb. 21. Great Britian ratifies the resolutions passed at the Paris sanitary convention. Madrid, Feb. 20. News has been received that the Spanish troops stormed Selang an insurgent stronghold in the Phillipines, killing 500 of the enemy. Washington, Feb. 21. The Anglo-American Arbitration Bill is regarded as shelved for the session. This is chiefly due to the hostility of the Silverites in the Senate.
