EUROPEAN AND FOREIGN. (Pit P/t'xs Afgiii'iatiim.—L'o}>yri//ht.) London, Dec. 28. Mr Smalley, the New York correspondent of The Times writes that there has been 110 official denial of M. Blowitz's statement re the attitude of the European Powers to America over the Cuban dispute, and that such warnings weaken President Cleveland's neutral policy. The secretary of the German Embassy refuses to credit M. Blowitz's message to The Times. The third convict who escaped from Dartmoor has been recaptured. The Times says it is believed that the great firms of Armstrong and Whitworth will shortly be amalgamated. Paris, Dec. 28. Pasteur's remains have been removed from the cathedral of Notre Dame to the Pasteur Institute. Doumer, who was Minister of Finance in Bourgeois' Cabinet, has been appointed Governor of Tonkirt? Capetown, Dec. 28. The rebels made a second attack on Pokwani but sustained heavy loss. Fighting still goes on on the hills. The Cape Times says that Rhodes attempt to bully the British Governis ungrateful. Mr Cecil Rhodes was received on arrival at Kimberley with frantic enthusiasim. Calcutta, Dec. 28. Buddah's birthplace has been discovered at Nepol Terai. Bombay, Dec. 28.
Rain is urgently needed to save recent sowings. Acute distress is feared in four of the central districts.
