In the Assembly the second reading of the Dill reducing the number of members was carried by 1(5 to 21, or two less than the statutory majority required. The Bill therefore is dropped. The President of the Council ruled the Constitution Keform Bill out of order, as not being introduced in the manner prescribed by the Constitution Act.
