He finally succeeded, and by publicity given to the ease in newspaper* seen red hirelease. Tbe British orlicials regard the aiYair as a monstrous abuse of the privileges of the Legation. Sir 11. Macartney considers that under the circumstances he was justified in detaining the vi-itor. but declared there was no intention to tortnre him.
