THE FRENCH ARMY BUDGET.
A REDUCTION TO BE MADE
Paris, Oct. 19
General Billat, Minister of War, in liia army estimates, has made a reduction of 6,000,000 francs.
The Budget Committee, however, Insists on a further reduction of 18,000,000 francs. The Priemer, in addressing the Chamber, said it was proposed to ereat a colonial army, to carry out reforms in the judiciary, provide relief for those engaged in agricultural pursuits, and to adopt an entire system of decentralisation.
