THE CZAR'S VISIT.
CONFERRING OF HONORS. IMPROVED RELATION LIKELY TO ENSUE. London, Sept. 2:i. The Czar confers the Order of St. Andrew on the Duke of York and the Queen confers the Victorian Order on the Czar and that of Victoria and Albert on the Czarina. The Czar remains at Balmoral for ten days and with the Marquis of Salisbury for a week. The Vienna newspapers fear that improved relations between Great Britain and Russia will ensue as a result of the Czar's visit to the Queen.
