THE INTENDED OUTRAGE.

BELL A CONVICTED DYNAMITER. LATER PARTICULARS. MARLBOROUGH HOUSE INCLUDED IN THE PLOT. TYNAN CLAIMS THE PROTECTION OF FRANCE AND AMERICA. A DEFENCE FUND OF £50,000 RAISED. THE AMERICAN PRESS RIDICULES THE SENSATION. London, Sept. 16. Joseph Bell, one of the conspirators arrested in connection with the recent intended outrage, has been previously convicted of exploding bombs. A letter was found on Wallace inviting him to come to Boulogne if afraid to go to Scotland, and warning him that cowardice would not be tolerated. Later. Before leaving America Tynan unfolded the plot which was intended to be carried out here. A house was to be secured opposite Marlborough House (the Prince of Wales' residence) and a tunnel driven through to the latter, which was to be destroyed by dynamite, A group of Nihilists in Chicago, headed by one Rabinovitz, chemist, supported the plot and provided the funds for its being carried out. A letter found in the possession of Wallace refers to the attacks to be made on the crowned heads about to visit Queen Victoria. The bombs found under the pillows on the beds occupied by Haines and Wallace are of a new pattern. Tynan, when examined in his cell, denied any knowledge of Bell until confronted with letters from Bell. He admitted meeting Wallace in Antwerp. Tynan claims the protection of the French flag, and has cabled to President Cleveland insisting on his release. The Irish National Alliance has raised a defence fund of £-50,000. The Czar doubts whether any danger threatens him. The American newspapers minimise and ridicule the plot.
