S- pt. G. Tin; Czar and Czarina have arrived at Berlin, where they had an enthusiastic reception. The Kaiser, in proposing the health of the Czar, said he was the bulwark of peace. The Czar, replying, declared he was animated by his father's sentiments towards Germany.
