EUROPEAN AND FOREIGN. London, Sept., 2. Four cruisers of the Latona type will relieve the Australian anxilliary vessels and the latter will probably be used as a training squardron. Athens, Sept. 3. The proposed reforms in Crete are being promulgated. New York, Sept 3. In the course of an interview here to-day Mr Chamberlain declared that England's Monroe doctrine was " Hands off South Africa " ; and that an international court to arbitrate at present was impossible, but a tribunal of conciliation was possible. Antwerp, Sept. 3. Mr Sexton, secretary of the Dockers' Union, has been expelled for inciting seamen to strike. Paris, Sept. 3. Li Hung Chang, in the course of an interview, strongly condemned the Geary Act which prevents the influx of Chinese into America. It is reported that Captain Drefrus, who was convicted of treason, has escaped from penal servitude at Cayenne. Vienna, Sept. 3. Vienna newspapers state that France and Russia concluded a defensive alliance, deciding the assistance to be rendered if either country is attacked.
