GENERAL ITEMS. Melbouk.nk, August 18. During the hearing of an insolvency application it was stated that Louis Siobcr, an insolvent storeman, has since come into a French Marcjuisate, and a fortune of a million francs. The Cabinet is considering a draft 1 >ill to amend t'ne Constitution, so as to provide that both women and men of the age of 21 years and over shall have the franchise. The Crown's case in the City of Melbourne Dank actions Lias concluded. The defence will be entered upon to-morrow. The Trades and Labor Council has decided to add several planks to its platform, including State control of fire insurance, old age pensions, nationalisation of the means of production and of land.
