BOROUGH COUNCIL.

The Council met on Tuesday Present: The Mayor, Crs Townley, Tucker, Dunlop, Lewis, Lucas, Morgan, Joyce, and Ponsford. BOAD OVEBSEEB’S REPORT. The following report was adopted t — The grass has been taken off. on the South side of Childers road footpath from Peel street to Mr Wi on’s gate and shingled with beach shingle at a cost of £Bl9s 6d. The Waikanae drain has been cleaned out from Read’s Quay to Bright street at a cost of £8 Bs. The Carnarvon street roadway and footpaths between Aberdeen and Childers roads have been repaired and made passable at a cost of £ll 4s fid. Carting for the month was 19s, and day labour £l5 18s 6d. Cr POnsford said it would cost some £l5 to £2O to alter the awing of the Turanganui bridge.

The matter was left over until a formal report was drawn up.

DEPUTATION TO WEDDINGTON. The Mayor (as a deputation to Wellington) reported as follows In compllanoe with the resolution of the public meetings and Council I proceeded to Wellington to urge legislation upon the several important requirements of the district, and beg to report thereon as follows : Settlement of Crown Lands t Together with Mr Graham I interviewed the Minister of Lands, who was then framing an Amendment Act, which is now before the country, the liberal provisions of which largely tend to develop and open for settlement our Crown lands. This Minister has also promised attention to roads and surveys of lands during the recess, N. L. Administration Act; In this matter we had consultations with the Premier, Native Minister, and Chief Judge, and were enabled to get several important clauses in. sertel in the repeal Act, the general provisions of which are favorable, and the general principles may be summarised as follows I—1— Repeal N.L.A. Act. 2— Allow dealings in Native land for six months, from Ist January prox. to Ist July. 3— Validating the titles of persons having acquired Interests under certain repealed Acts, upon which doubts had been oast by a late ruling of the Supreme Court in the Wh sugar a case. 4*—Enabling persons to obtain partitions of their ehares direct upon certificates given under section 24, ActJlBB6, and further extending the time for obtaining certificates to Ist March. s—Allowing Natives holding in severalty to deal without control of the Act. N.L. Act: Several unimportant amendpartition of lands, etc. Stamp Act: The Government agree to bring in an amendment to this next session to make Native duty payable every fifth year one fourth part of the term instead of full term as at present, also that Native duty is not payable on deeds till the title is complete to purchaser or lessee. ments are made in this tending to facilitate Deeds Registry; Mr Graham is urging this upon Government, and will probably succeed in obtaining the office here. Generally the deputation was enabled to obtain concessions valuable to the district, and to support other measures being urged by the member, Mr Graham, who aleo rendered every assistance and support to the various requirements of the deputation.

A vote of thanks to Major Porter for the services rendered was unanimously passed. PAYMENTS, The following accounts were passed for payment:—
