THE WOOL DUTY. SURPLUS OF 140 MILLION DOLLARS THE TARIFF. Washington, Dec. 7. The United States .Congress opened yesterday. President Cleveland's message to Congress stated the surplus next June will be one hundred and forty million dollars, which would imperil the financial situation. The tariff laws were vicious and illogical and required amendment, which could be done without injury to the manufacturing interest. The wool tariff was unsatisfactory and injurious to farmers. The message has created a profound sensation, and is considered to have improved Blaine’s prospects for the next Presidential election.
Cleveland urged politicians to abandon all partisanship in dealing with the fiscal policy, and Satd that the freßtrad-a ovy was irvavelaut-, the duty of Congress being simply to reduce taxation, and adopt steps to enable manufacturer* of tbe United State* to compete with importing house*.
