CONSTITUTION OF HABBOR BOABD. It is quite within the range of possibility that a considerable change may soon take place in the constitution of the Harbor Board. This body is one that has come in for a good deal of criticism, but while it has been fair and given without bemg prompted by interested motives, this is only as it should be, for where a Board has the spending of thousands of pounds for which the members are not directly responsible, there is very often a tendency to waste the funds under their control.

Unless due vigilance is exercised, this follows almost as an ordinary

sequence, not necessarily from any design on the part of those who have been entrusted with the public interest, but from a general inability to supervise the work under their care. No matter how things go there always will be grumbling, and the members of the Board must be prepared for this kind of thing, Reverting to the original subject, the election for Mayor will, by virtue of the office, give one new member to the Board, and then there will be the County Chairman, Now, it is perhaps not too much to assume that Mr Gannon, being the senior member of the Council, will be selected to the chair. That of course may or may not be the case, but it is the likeliest course that suggests itself to our mind. In this case Mr Gannon would have to resign his present seat on the Harbor Board, being an ex-officio member, and another election would ensue. It is all a matter of probability, but there is no reason why this forecast should be far out.
