London, October 27. Prince Ferdinand has advanced £40,000 out of his private means to complete the Bulgarian railways. The s.s. Cattherthun, which has just arrived from Thursday Island, reports the loss of a Chinese transport on Pesseodo Island. 400 lives were lost. Information has been received from Stanley dated the end of August reporting all well.
A Russian ranger shot and bayoneted a German farmer who crossed the frontier in search of cattle. Despite the proposals of the Go. verntnent to increase the Austrian sugar bounties, the export duties are likely to be abolished if the Bounties Conference in London is successful. The report that the Chinese Government had withdrawn the concessions granted to the American syndicate for the construction of railways, etc., is denied, and it is stated that the agreement was signed on October 13.
