Captain Carr, of the Royal Engineers, has been directed by the War ' ifflee to prepare a scheme for the complete defence of the harbors of the United Kngdom. Mr T. R. Buchanan, Liberal Unionist, M P. for West Edinburgh, and Mr W J. Evelyn, Conservative member lor Deptford, intend to resign on the ground that they are unable to support the Irish policy of tho Government.
