Russia in the Pacific.

The fact cannot be too frequently noticed that concurrently with our surrender of Port Hamilton the Bussian offensive force in the Pacific has been reinforced. Port Hamilton was the British equivalent of the Bussian arsenal of Vladivostok, but not only has the balance been turned against us, but it is being seriously depressed in favor of Kussia by the works already nearly completed for the defenc of Vladivostok as well as by the intention to greatly reinforce the Bussian fleet in these inter-Anglo-Colonial seas. For the purpose of the latter, an ironclad, two bolted cruisers, fully armed with guns of powerful calibre, and four gunboats of an improved type, with cargoes of munitions of war, are being got ready for sea, and will be despatched this month from the Baltic. Some day the Czar will doubtless repeat in the gue of the Pacific his memorable thanksgiving offering at Sebastopol in the case of the black Sea Fleet. He will “ thank God that our civilisation has consummated its strength in the Pacific ” —civilisation, with Russia, being the local equivalent of the "blood and iron” of Germany. Russia will then have fifteen men-of-add eight torpedo boats under cover of the arsenal of Vladivostok.- - Exchange.
