BOROUGH COUNCIL.

Tfix Borough Council met on Tdesday night; Present: Crs. the.chair) Whiaray j Joyce, Tucker, Dunlop, Pousford, Townley. OABBISON BANU CONCIBT. Major Porter, on behalf of the Garrieon Band Concert Committee, wrote requeaUng the patronage of the Council to the forthcoming concert in aid of the band's funds, The request wai grtnteit i rniS bbiowb's jexatpi. Mr Fdraffi; eecretary of the. Fire brigade; wrote asking tine Council to grant a reward of five shillings for the first dray which arrivec at the engine shed when the fire boll ia rang, so that in case the engine haa to be removed there will be no delay, Cr Townley explained the reason of the request, The idea wae to give five shillings to the first dray which arrives at the shed, so as to allow tile quick removal of the em gine to a point near the river; The request was unanimously granted. Mr Adair Wrote complaining of the unsightly appearance of the properties oppodlU his new premised. The writer also asked jor an extension of the curbing 20 feet farther into Lowe Street and the footpath to be raised. Mr Adair was in attendance, and ex plained the objection to the trees bring there. Cr Dunlop moved, and Or Joyce seconded that the trees be removed.

Cr Whinray objected strongly to the n* quest being granted, and skid that so far from the present trees being removed more should be planted. Ho moved ae an amendment that permission be not granted; Cr Ponsford seconded;

Cr Towuley thought it was a pity to havS the trees taken awdy. He wis also in favpt of planting more trees, The poplars; he thought, were a great ornament to the town. The amendment was lost, only the mover and seconder voting for it, and the motion was carrind; COOK STREET FOOTPATHS; Mr Evans wrote, complaining ot the bad state of the Cook street footpaths, and taking that the Council prosecute persons driving or riding on the same, The writer drew a comparison between the asphalting ot already good footpaths, and utterly neglecting those in bad order.

The Clerk was instructed to inform Mr Evans that the Council would take steps to prevent persons from riding on the footpaths, and that the road would be repaired, BY-LAWS, The Bye-laws Committee reported having gone carefully through the existing bye-laws and carefully revised the same and their amendments. The principal alterations have been made in the following bye-lawsl. In Bye-law No. 4, relative to public halls, buildings, etc. for public meetings. 2. In byelaw No. 5, relating to fire prevention. 8. In bye-law No. 7, as to licensing vehicles. 4. In bye-law No. 6, as to pedlars and hawkers. Slight alterations have also been made to some of the other bye-laws, but the above an the principal amendments. 5. Bye-law regulations re bathing: The bye-laws as amended have been condensed in form and consist of 10 principal bye-laws, instead of 15 as heretofore. The alteration! and now byelaws as prepared by the Committee have been perused and settled by Mr Finn, solicitor, on behalf of the Council, and the Committee recommend that a proof copy as settled shall be printed so as to be submitted to the Coanoil for its approval prior to publication in accordance with the Act.

Cr Lewis complimented the members ol the Committee, and moved the adoption of the report. Seconded by Cr Dunlop, and carried. BOAD OVBBSBBB'B BBPOBT,

The Bead Overseer reported :>■ I have examined the deposit of shingle in Mataroa road, but am of opinion that it would not pay you to break up the street for the email deposit of shingle there, without you are prepared to form it. Kahutia street has been drained and the briers cut from Grey street to Custom House street at a colt ot £4. Some of the worst holes in Peel street have been filled in; cost, 141. The contractors for damming the Waikanae are making preparations for the work. Th; Childers Road culvert contract ii progressing favorably and will be finished in a few days. A progress payment of £2O is asked for, No day labor ie on at present. The report was report was adopted, danubb raox nu.

Mr Faram, Inspector of Buildings, etc,, Mt ported as follows i— At your last meeting Messrs Garrett and McKee submitted io your Council plans showing proposed additions to their promieee known as " The Theatre Royal" which your Qouncil rejected. I have altered them and submit them for your approval. To make up for the building between their premises and Mr Craig’s I propose ; I.—They shall fix two doors in the places now taken up by the ticket offices, each door being four feet wide, opening outwards. This will give the public eight feet extra egress. 2.—The present front doors to be hung outwards. I have marked in red lines how the entrance will ba when finished. I respectfully submit to your Council that when these alterations are carried out the facilities of egress will be sufficient to empty the theatre in five minutes. Should your Council see fit to grant their request I will see it is carried out, if not, I will stop the works and report for your information. The Fire Brigade complain that in case of a fire it will take five minutes to open the door in either place of amusement with the present appliances (bolts). I have made a rough pattern for hinges (as proposed by them) and I respectfully submit it for your approval. The cost will be about four shillings each, in wrought iron. The suggested door-fastener was approved. A long discussion took place on the general subject, and the report was adopted. Messrs Garrett and McKee were given leave to build, subject to the Building Inspector’s approval. PAYMENTS.
