Victoria Enforces Secret Strike Ballots

MELBOURNE, Nov. 15. Although the Melbourne gas strike has been settled on undisclosed terms the State Government has proclaimed the Essential Services Act to operate as from to-morrow. This has been done because it will take days to restore plant and ~ervices to normal and the Government is anxious to protect the public from inconvenience. The gas workers walked out on Saturday without notice. The Act provides that a secret ballot must be held before the workers in an essential industry can strike. The Act was passed some time ago, and the Railways Union declared the railway men would cease work if it was proclaimed.
