A capital investment programme o. 8500 million sterling, over tour years is the main feature of a four-year plan the British Government submitted to the organisation for Europeal Economic Co-operation, says the Dau Telegraph’s political correspondent. Every aspect of Britain’s social lile will be subordinated to achieve it. The standard of living from July, 1949, to July, 1953, is to be held at approximately the present level. No increased investment in social services will be made until British industry is modernised and re-equipped. The target is a surplus balance oi payments in 1952-53 of £100,009,000 with export and re-exports of £lB5O million, compared with £llO2 million in 1947.
