WEST PRESSURE U.N. CONSIDERATION

BERLIN BLOCKADE ISSUE (Rec. 10.30) LONDON, October 12. Britain, the United States and France are understood to be pressing for a meeting of the Security Council on the Berlin issue within the next 24 hours. The three Western Powers are working on the draft of a resolution which they will themselves present. There has been argument over the phrasing of the resolution. ' One version would ask the Security Council to find that the Russians’ blockade of Berlin is an actual threat to peace. The other version would state that the u continuation” of the blockade would menace peace. The second version would allow the Soviet Government an opportunity, if it wanted it, of lifting the blockade at any time.
