Security Council by nine votes to two decided on Tuesday at Paris to place on its agenda the Berlin dispute, as being a threat to peace, as asked by the three Western Powers, the Russian delegation announced its decision not to participate in the U.N.O. discussions on Berlin. Reuter’s correspondent at Paris says: On Wednesday the Security Council resumed its debate on Berlin. The United States delegate, Doctor Philip Jessup, said that the United States was ready to have an immediate meeting of the Council of Foreign (Ministers to discuss Germany, as soon as the Rus sians lifted the Soviet blockade of Berlin.
