Russia Accused of Holding U.S. Ships

WASHINGTON, Sept. 29.

The Acting Secretary of State, Mr Robert Lovett, to-day accused Russia of stalling to avoid the return of 31 American naval vessels borrowed during the war . He said that the United States, for more than two years, had been asking for the return of three icebreakers, 28 frigates and a number of smaller vessels. He declined to say whether the case is to be taken to the International Court of Justice at The Hague .
