FRANCE MAY REARM WITH MARSHALL AID

(Received September 7, at 9.30 p.m.) LONDON, September 7. • America wants France to use one-third of her Marshall Aid dollars for the purchase of arms, such arms mosty to be made in Britain. Reporting this, last night, the “Daily Express” correspondent in Paris says that it reverses the Washington policy. One year ago, the correspondent says, France asked America if Marshall Aid dollars could be used for military purposes. The answer was a blunt “No.” Now, according to the correspondent, Mr. Averell Harriman, the Marshall Aid Administrator, has stepped in, saying that he is convinced that a strong France is essential to defend the Marshall Aid investments in Europe. Mr. Harriman has reported'to Washington that unless the Western tjnion countries can defend themselves, America is only wasting her dollars, since the money would be lost in an invasion.
