April 14 Moscow radio announced that Russia has. in a note delivered to the British Foreign Office yesterday rejected the joint British-American-French proposals to return Trieste to Italy. Russia did so because it ‘'violated, elementary principles of democracy.” The radio added that similar notes have been sent to - the United States and to France. LATER. . Washington and Paris The Notes point out tnar the Italian Peace Treaty was prepared by the Foreign Ministers’ Council, and later ratified by twenty-one nations attending the Paris Peace Conference. It says: “The proposal to revise the treaty by means of correspondence, or by convening private conferences, is regarded by the Soviet Government .is unacceptable, and as violating elementary principles of democracy’ 1 .
