WASHINGTON, April 9. The State Department is said to be considering a proposal for an organisation of. Western nations to counter Russian propaganda in Europe. It would be a sort of counter-, cominform to combat the efforts of the organisation of the Soviet satellites, which is co-ordinating antiwestern moves.
