TEHERAN, March 29

Persia, in a Note to the Russian Government claimed she had been forced to recruit foreign advisers because the Rusisans for the past .100 years have oeen threatening her independence. The Note protested against Soviet propaganda against the Premier, M. Hakimi, and the Persian Government. It added that Persia did not surrender her independence by accepting a loan from the United States.
