MILITARY LEND-LEASE MAY BE RENEWED BY AMERICA

WASHINGTON, March 29.

The revival of militai.v lend-lease to Britain and the other members of the Brussels Alliance is ceing discussed by officials in Washington. Military lend-lease is regarded by some officials as the fifth stage of the Truman doctrine of “containing” Soviet expansion. The Secretary of State, General Marshall, has refused to comment, except to say that France has requested military equipment. The first stage was the- loan to Greece and Turkey in 1947 for economic and military purposes. The second was the Marshall Flan. The third starts with the formation of the Western European Union at Brussels. The fourth is the rearmament of the United States through conscription and increased military equipment. No reference to the revival of military lend-lease has been made in official pronouncements. Such an 'announcement would have to be made after Congress dealt with the conscription proposals, otherwise the revival of military lend-lease might be seized on as a politically tempting substitute, making conscription unnecessary.
