New System of Promotion

INCREASED COMMISSIONS FOR CANADIANS.

(Rec. 10.25) OTTAWA, June 2. Ninety per cent, of some recent Canadian air crew classes, in the Empire Training Scheme were recommended for immediate commissions under the new system of promtion, the Aix- Minister (Mr Power) told the House of Commons. The promotoin of Canadian crews overseas is beng stepped up. It is hoped soon that, nearly all will be commissioned.

Mr Power outlined the efforts to get partners to a scheme to increase air crew promotions, based on the

attainment of certain standards. Britain objected to Canada’s proposal of a hundred per cent, promotion to officers. maintaining that England’s experience was that not more than 50 per cent, were fit to become officers.

He added - “This i. c n f Canada, which has had' more experience in training air personnel than Britain. Canadian officials are reviewing the records, and every graduate with the requisite marks in his subject will be commissioned without consulting, anybody,”
