Under Ex-Judge Byrnes

[Aust. & N.Z. Cable Assn.] WASHINGTON, May 30. A War Mobilisation Board has been created by President Roosevelt. It' is super war mobilisation office with virtually total authority over the home front war effort, states a message from Washington. Mr. James Brynes has been appointed Directr of the Office of War Mobilisation and he is succeeded as Director of Economic Stabilisation by Judge Fred Vinson. ~ , The new department means that Mr. Roosevelt has subordinated to Mr. Byrnes of the all other “Czars” such as Messrs Nelson, McNutt, Eastman, Ickes, and Jeffers. The official whose power appears to have suffered most is Mr. Nelson, who hitherto has possessed the power to make final decisions on production and procurement policies. It is not known whether he will stay in a subordinate position. Commenting on the establishment of the War Mobilisation Committee, the “New York Times,” editorially says: “It could be a step forward of the first importance. It could mark the inauguration 'of the “War Cabinet” which the press and Congress have often advocated On paper, the new powers vested in Mr. Byrnes and the Committee are sweeping. However, if this reorganisation turns out to be like the predecessors, it will simply pile a new organisation on top of a bewildering maze of competing and overlapping agencies.” The White House revealed that Mr. Byrne and the War Mobilisation Committtee would determine its policy and unify, the Avar agencies in work concerned with the production of military and civilian supplies of materials and products. The committee includes the Secretary of the Navy (Colonel Frank Knox), the Secretary of War (Mr. H. L. Simson). Mr Harrv Hopkins, Mr. Donald M- Nelson, and Judge Vinson.
