STAND AGAINST WAR. [Aus. & N.Z. Cable Assn.] OTTAWA, September 16. The Canadian Trades Congress will demand no declaration of war without a referendum, no export of nickel except for domestic purposes, no action by the Commonwealth Federation regarding a proposal to the Government to ban all shipments to Japan.
