German Precautions [Aus. & N.Z. Cable Assn.] BERLIN, September 15. Workmen with black curtains and paper began preparing the windows of factories and offices for next week’s air raid precautions. Berlin people are already criticising the inconvenience. Shops, innkeepers and theatres, complain that they will lose heavily when the city is plunged into darkness for five nights. The householders also resent the prospect of officials bundling them from firesides to cellars. Shoppers will not be allowed to return home when the alarms sound, but must dive into a cellar. Berlin residents comment that the exercises are excessive unless Germany is expecting immediate war.
