WELLINGTON, February 16. Mr. D. C. Bates reports:—The present indications are for variable breezes, with westerlies to southerlies ruling, the weather being fair to cloudy generally, but some scattered showers are likely, particularly in the western districts. The barometer has a rising tendency. i
