SCOTCH EMIGRATION.

The Master of Elibank in a letter to Midlothian Liberals, says that the census figures show heavy emigration from Scotch rural districts is draining their manhood which is a mortal danger and suggests the extension of the provisions ,of the Scotr tish Jand bill.
