Mr Holman, speaking ah Gundagai, outlined the .Government's programme comprising a vigorous land development policy, building of railways, advancement for settlement, and subdivision of lands thus opened for settlement, duplication of the main lines of railway, a new Arbitration Bill, re-org-anisation of the public finances, which will be placed on a businesslike footing, the opening of State coal mines to supply railways and taxation. .... The Minister foreshadowed that the übrden would be put on the backs of those who were best able to bear it. The linking of the city and North Sydney.' -by "means of tunneis would receive immodiate \aittention. The question of extinguishing the State debt would be vigorously faced. It was intended to establish a new Labour Department with the object of keeping the workers acquainted with the state of industrial conditions." Mr Holman foieshadowed a new Workmen's Compensation Act, getting rid of the present restrictions to £200 benefit for workmen permanently injured; the establishment in model suburbs of workmen's homes; a wide-reaching prison law and education refornis, and encouragement of co-operative meat works.
