(By Electric Telegraph— Copyright. ) LONDON, April 18 Mr Churchill said that the Aliens' Bill introduced, requires in certain specified cases two sureties for good behavious for five years. Tfiose already resident for five years wouia ge exempted from this clause. The penalty for returning after expulsion would be twelve months's imprisonment for the first time and two years for the second.
