REFORM OF THE LORDS.

Lord Balfour ,of Boirleigh, at Edinburgh, declared that the Lords were insufficiently represented, but if the Government pressed their numerical advantage, they would not get a durabe settlement. A settlement by consent was "wanted, not by defeat of one party.
