Lord Hugh Cecil incidentally at tacked the party system, and character ised the Commons asa. corrupt assembly intimidated by a caucus, and such that it required .the re-introduc-tion of the Iballot. Mr .Balfour made a spirited reply f o Lord Cecil; which the . Überals loudly cheered. He said be did not oelieve the Commons had undergone any deterioration. Any evils of the party system would be surpassed by other evils arising:, if it was abolished. (.Red 12.55 a.m.J" XONDON, April 5. Lord Roberts' motion was carried by 99 to 40. Lords Middleton, Lucas, Derby, Curzon and Duke of Bedford, partook in the debate. ~
