The West Coast Times, of Friday, contains the following latest items of European and Australian news : — The Government were going on with the financial proposals, and a Supply Bill for L 540,000 has been passed. In South Australia, a serious accident occurred on the Northern Railway ; a goods train from Burra ran off the line, owing to the foundations of the bridge at Peak's crossing being washed away by floods. Jonathan Wright, the enginedriver; John Warren, stoker ; and Wm. Holme, ganger, were killed. The European items of news are that Reverdy Johnson is dead ; that Mr Layard has been, gazetted as her Majesty's Consul at New Caledonia ; and that an { Imperial Edict has been issued at Pekin, which degrades Luzcetai for his complicity in Mr Magary's murder, and he will be sent to Yunan for trial. In the House of Commons, the Government had introduced the Mercantile Shipping Act Amendment Bill. In the first place the i new measure defines the responsibility of shipowners, confers a civil remedy upon" seamen, and enacts that Government surveys shall be continuedi Deck cargoes are to pay tonnage dues up to the loadline, and there is a clause which provides that the temporary act of last session shall be made permanent.
