There is either impending, in the Colony of Victoria, a ministerial crisis, which may be of no great moment, since crises of the kind are as common in that Colony as the changes of the season, or there is impending a serious social and fiscal revolution. The fight between protectionists and free-traders which has lasted so long, and given so much employment to members of Parliament, pamphleteers, and printers, is apparently to be ended, or at least interrupted, by a division of the thoughts of the people in a direction which may have been little "dreamt of in the philosophy " of land-owners, absentees, and others, but in a direction towards which the sympathies of the mass may go. As will be seen by our telegrams, a complete conversion of the tariff and of the basis of taxation is contemplated, the proposed change including the imposition of a land tax. a house property tax, a percentage on Bank notes in circulation, an income tax, a& increase of the atamp duties, and a reduction of the duties on imports. The change of policy is so extensive and extreme that it will, doubtless, be for many days a subject of debate throughout the (Jolony, and the source of much competition between interests and parties ; and it altogether involves a change in th 1 * political kaleidoscope the effects of which will not fail to be watched closely in the other Colonies, but especially in New Zealand, where somewhat similar measures ate already contemplated as being in but a short space of time inevitable.
